County Administration
The County Administrator is appointed by the Charlotte County Board of County Commissioners. It is the responsibility of the County Administrator to implement all decisions, policies, ordinances and motions made by the Board. This is done through the department directors and administrative personnel who report directly to the County Administrator.
Mission: To be the energy in making Charlot​​te County a beautiful and enriching place to live.
County Administrator: Ray ​Sandrock
Ray Sandrock
Ray has been with Charlotte County Government since 1999, when he started as a Finance Manager with Public Works. In 2002 he was promoted to Assistant Budget Director and later spent four years as the Director of Budget and Administrative Services. The department received the Distinguished Budget Presentation Award each year that Ray was Director. From May 2009 until August 2010, Ray served as Assistant County Administrator.

Deputy County Administrator: Kelly Shoemaker
Kelly Shoemaker
Kelly was named Deputy County Administrator in March 2013. She has over 28 years of local county government experience in Florida. Previously, Kelly was the Assistant Director of Charlotte County Parks and Recreation Department, served as the Assistant to the County Administrator for two years and then Assistant County Administrator for nine years. Her prior experience includes thirteen years working for Sarasota County in various positions in their Parks and Recreation Department.

Assistant County Administrator: Hector Flores
Hector Flores
Hector has been with Charlotte County Government since October 1995, when he started as an Assistant Budget Analyst with the County Budget Office. In 2002 he was promoted to Fiscal Supervisor for Charlotte County Fire/EMS; in 2007 he was promoted to Financial Manager. In December of 2010 Hector joined the Administration Department as an Operations Research Analyst and became Assistant to the County Administrator in August of 2012. In 2016 he became the Assistant County Administrator.
