County Administration
The County Administrator is appointed by the Charlotte County Board of County Commissioners. It is the responsibility of the County Administrator to implement decisions, policies and ordinances of the Board. The County Administrator has the authority and responsibility to manage the day to day operations of the County in a manner consistent with the Board's policy and directives.
Leadership is provided by directing, facilitating, coordinating, planning and supervising the programs and services of the County.

County Administrator Hector Flores
Hector Flores
Hector has been with Charlotte County Government since October 1995, when he started as an Assistant Budget Analyst with the County Budget Office. In 2002 he was promoted to Fiscal Supervisor for Charlotte County Fire/EMS; in 2007 he was promoted to Financial Manager. In December of 2010 Hector joined the Administration Department as an Operations Research Analyst and became Assistant to the County Administrator in August of 2012. In 2016 he became the Assistant County Administrator, and in 2019 became a Deputy County Administrator. In March 2020, he was named County Administrator.

Deputy County Administrator Emily Lewis
Emily Lewis
Emily joined Charlotte County in September 2006 as the family services manager in the Human Services Department. In 2014, she joined Administration as the legislative manager overseeing the county’s state and federal legislative program. In February 2019, she was promoted to assistant county administrator. In March 2020, she was named Deputy County Administrator.

Assistant County Administrator Travis S. Mortimer
Travis Mortimer
Travis joined Charlotte County Government in 2015 as the capital projects manager. In 2019, he was named assistant county administrator. He is responsible for coordinating infrastructure departments, including Public Works and Facilities Construction and Maintenance and overseeing the delivery of capital improvements, including local option sales tax projects. Travis joined the county following a 22-year career in the Navy, where he enlisted as a Seabee mechanic and retired as a Civil Engineer Corps officer. He is a licensed professional engineer in Florida, and is committed to developing the next generation of leaders through advocacy for youth STEM education.

Assistant County Administrator Claire Jubb
Travis Mortimer
Claire has been with Charlotte County government since 2003, when she started as business services manager with Community Development. In 2015, she was promoted to director of Community Development, where she oversaw the day-to-day operations of more than 100 employees tasked with the management of all land development activities in the county. A nationally recognized expert in floodplain manager, Claire received the 2015 Innovator of the Year award for Citizen Engagement from the Governing Institute. She also received the 2013 Award for Excellence in Mapping from Accela Inc. and the inaugural Commissioners Award for Customer Service. Claire was promoted to assistant county administrator in March 2020.
