Inspections by Affidavit for Certain Zoning Permit Types

As part of our ongoing commitment to further streamline the permitting process, the Community Development Department has made improvements to the permitting process for certain zoning permit types. These changes become effective Mar. 1, 2017 and will impact permits applied for on or after that date. The zoning permit types that are affected are as follows:

Boat dock replacement only within the same footprint;
Boat lift on a natural body of water or replacement only;
Boat canopy;
Carport in a mobile home park;
Non-structural slab;
Shed under a carport; and,
Shed under 250 sq. ft.

The changes eliminate the need for a zoning inspection and instead, replace it with a signed and notarized "Affidavit of Applicant for Accessory Structures Not Requiring Zoning Inspection" form. This form is to be completed by the applicant and department staff will record the form with the Clerk of the Circuit Court. For those permit applications that also require a recorded Notice of Commencement (NOC) form to be submitted (i.e. the contract price is greater than $2,500), department staff will record this form as well.

If an applicant chooses the option of submitting the permit application online, the applicant will need to upload both the affidavit and the NOC form at the same time using the department’s online services citizen’s access portal https://secureapps.charlottecountyfl.gov/CitizenAccess/. Department staff will record the forms for the applicant if they are not recorded in advance by the applicant.

For permit applications with no other required inspections, these will be closed out upon issuance of the permit.

This process change does not exempt the applicant/contractor from abiding by any applicable zoning regulations, and they are required to follow the approved permit including the approved plans or drawings that are a part of the permit. If non-compliance is discovered, a code enforcement case will be created. Also please note this change does not affect other required inspections that are listed on a permit.
