Acceptable Waste
Domestic waste generated within the County or outside the County from septic tanks, temporary domestic holding tanks, and portable toilets are acceptable for discharge to the facility's two septic receiving stations.
Restaurant grease is also accepted at the facility, by Liquid Environmental Solutions, at a separate on-site station.
Prohibited Waste
Wastewater produced by any type of industrial or manufacturing process and mixtures of industrial and domestic wastewater from any area are strictly prohibited.

Record Keeping
Manifests: Prior to discharge of each load of waste into the facility, a complete and signed manifest must be completed. The completed manifest must indicate the following: Origin of all wastes, Name of the transport waste company, Vehicle license tag number, Driver name, Date, Time, and Driver’s signature. Once completed, the driver will place the manifest into the signature stamp machine and place a copy into the mailbox at the station.
Receiving Station Operation
Each permitted transported waste hauler is asked to supply Charlotte County Utilities with a pin number unique to their company that will allow access to the automated discharge station. Upon arriving at the facility, the driver hooks his discharge hose to the receiving station and inserts a key to activate the electronic keypad.
The driver then enters his company pin number into the electronic key pad that activates the inlet valve, so discharge can commence. Upon completion of the discharge, the driver removes the key. A printed receipt of actual gallons discharged is then given to the driver. Billing is based on actual gallons discharged.
Program Enrollment Instructions
There are five simple steps to participate in the Transport Waste Receiving Program:
- Complete the Transport Waste Discharge Permit Application and Payment Agreement.
- Attach proof of liability insurance.
- Mail your payment and signed application to Charlotte County Utilities, Septic Receiving Department, 3100 Loveland Blvd., Port Charlotte, FL 33980.
NOTE: If space allotted for the listing of trucks is insufficient, please attach a complete listing to the application and indicate in the space for Truck Description, “See attached listing.” - Upon receipt of a completed Transport Waste Discharge Permit Application and Payment Agreement, proof of liability insurance, and the permit fee payment, the following items will be forwarded to you:
Transport Waste Discharge Permit: This will indicate your permit number, date permit becomes effective, date of expiration, and the regulations by which you must abide.
Acceptance Acknowledgment Certificate: This form must be signed and returned to the address indicated before you will be allowed to discharge at the facility.
Transport Waste Hauler Manifests: A supply of manifests is included in the permit pack. These are the only authorized manifests that will be accepted at the facility. However, should the hauler choose to deliver a photocopy of the completed authorized manifest, the photocopy will be accepted. - Discharge of waste may commence once Steps 1 through 4 have been satisfactorily completed.
