Construction of individual single family residences on a zero lot line (aka row houses).

Required Forms & Documents

  • Application Package for Townhouse Permit (1 original signed)
  • Application Package for Tree Permit (1 original and 1 copy)
  • Survey (2 copies/sets)
  • Site Plan (3 copies/sets): Showing the proposed structure(s), the setbacks from the structure to the property lines, seawall, or mean highwater line to the structure, any easements on the property, street names, and final floor elevation of the living and garage areas. Include one site plan for ROW review showing proposed driveway.
  • Drawings/Plans/Engineering (2 copies/sets): Construction drawings. Must be wet seal if applying for a permit through our office. Digitally signed and sealed engineered plans for contractors using our online portal.
  • Energy Calculations
  • Affidavit - No Public Utility Structures On-Site (1 original signed)
  • Affidavit - Fire Hydrant Accessibility/Location (1 original signed)
  • Affidavit - Public Sewer, Private Septic & Water Service (1 original signed)
  • Subcontractor Worksheet (1 original or 1 copy): Submit if contractor is hiring a subcontractor to perform any electric, mechanical, plumbing or roofing.
  • CCU or Health Department (1 copy): Either a Charlotte County Utilities (CCU) application or approved septic permit from the Health Department
  • Notice of Commencement (1 copy signed and recorded): Any improvement for which the direct contract price is greater than $5,000. Must be submitted before first inspection can be scheduled.
  • Elevation Certificate - "Under Construction" (1 original): Prepared by a registered surveyor, is required if the property is within a Special Flood Hazard Area. The certificate must be submitted for approval prior to Roof Sheathing inspection. The document may be emailed to FloodInfo@CharlotteCountyFL.gov.
  • Elevation Certificate - "Final" (2 originals): Prepared by a registered surveyor, is required if the property is within the Special Flood Hazard Area. The certificate must be submitted for approval prior to requesting any Final Inspections. The document may be emailed to FloodInfo@CharlotteCountyFL.gov.
  • Blower Door Test Report (1 copy): Must be signed by the qualified individual who performed the test and submitted to the Building Construction Division for review/approval prior to requesting Final Inspections. Please allow sufficient time for review/approval.
  • Product Specifications: Product Approval Numbers for materials (e.g. windows, doors, roof covering, siding, soffits, etc.). Product approvals can be researched at floridabuilding.org/pr/pr_app_srch.aspx (FL#s) or miamidade.gov/building/pc-search_app.asp (NOA #s).
  • Deferred Submittal Agreement Affidavit: A complete list of submittals to be deferred is required at the time of the building permit application. The deferred submittal items shall not be installed until the deferred submittal documents have been approved. FBC 107.3.4.1. It is the applicant's and design professional's responsibility to ensure any work done prior to the approval of the deferred submittals is in compliance with all codes and meets required loads. All deferred items must be approved before framing inspection.
  • Owner-Builder Permit Information: Please read this information about what and who may qualify for an Owner-Builder permit. An Owner-Builder Disclosure Statement Form must be completed.
  • Owner-Builder Disclosure Statement (1 original, personally signed at the permit counter): Eligible Owner-Builders must complete this form in person at the time of application. Required by Florida law in order to be exempt from having to be a licensed contractor (sale, rental or lease of the property is prohibited for 1 year from permit completion).

Before Final Inspection

  • Impact Fee: $2442/Dwelling Unit - Unincorporated Charlotte County only. Visit the Impact Fees page for more information.
  • Impact Fee: $2315/Dwelling Unit - Unincorporated Charlotte County & Englewood Fire District. However, the Fire District's impact fee of $359.43 must be paid before the permit can be issued (proof of payment is required).

Note: Payments by check should be made payable to either "CCBCC" or Charlotte County Board of County Commissioners. Payments are also accepted by Mastercard or Visa credit or debit cards.

Department Reviews

  • Intake/Sufficiency: A review of the application, and its required documents to verify completeness for acceptance and payment of initial fees.
  • Addressing: Verify that a property has an address and, if it does not, one is created (note: there is a fee of $15 to create a new address).
  • Building: A review of the proposed work to ensure that the structure will be in compliance with the applicable structural requirements of the Florida Building Code. This also includes wind loads and flood loads.
  • Fire (if applicable): Ensure that the proposed structure or component will comply with the National Fire Prevention Code (NFPA).
  • Health: Ensure that the approval for a septic system is received prior to issuance of the permit (Note: this is a State of Florida & not a county government department).
  • Landscape: Verify that the proposed work is in compliance with the approved landscape plan or to approve a proposed landscape plan (commercial only).
  • Natural Resources: Verify that the proposed work will not impact a protected species (such as scrub jays, gopher tortoises, etc.). This includes coastal lighting impact on sea turtles.
  • Right-of-Way: A review the proposed work for impacts to the county right-of-way (ROW) and/or easements and determine what, if any, inspections will be required.
  • Tree: Verify that trees proposed for removal are not Heritage Trees and ensure that the required amount of trees needed to be planted are indicated on the required drawings.
  • Utilities: Ensure that the applicable regulations are followed in relation to connecting to water or sewer service provided by Charlotte County Utilities Department (CCUD).
  • Zoning: A review the proposed work for compliance with the land development regulations. This includes zoning, setbacks and any other regulations pertaining to the location and type of structure.
  • Permit Issuance: At this point, work may commence. The applicant will receive an approved copy of the permit package, and an Inspection Card to be posted at the site.

  • Blower Door Test Report: A Blower Door Test Report must be signed by the qualified individual who performed the test and submitted to the Building Construction Division for review/approval prior to requesting Final Inspections.
  • Building Final (925): Made after all work is complete. Electrical, mechanical, plumbing, driveway and tree final inspections may be made prior to the building final inspection.
  • Drainage As-Built (133): The document may be emailed to FloodInfo@CharlotteCountyFL.gov.
  • Electric Final (935): Made once power is connected to the building, all electrical work has been completed and all electrical trim is installed.
  • Electric Rough (300): Made after the installation of all electrical boxes and rough wiring.

  • Framing (200): Made after all construction is dried in and after all applicable rough electrical, plumbing, mechanical and gas inspections have been made. There should be no insulation installed prior to the inspection.

  • HVAC Final (945): Made after all connections and equipment are installed and complete.
  • HVAC Rough (400): Made after all rough ductwork is installed and after any required condensate lines and exhaust vents are installed.
  • Insulation (281): Made once the required insulation is installed. Blown-in attic insulation will be inspection during the building final inspection.
  • Plumbing Final (975): Made after all plumbing work has been completed and all fixtures installed.
  • Plumbing Rough (700): Made after all rough piping is installed, including tubs, and the system is filled with water or pressure test is applied.
  • Plumbing Sewer (707): If a new sewer connection is made, piping must be inspected prior to covering.
  • Plumbing Underground (708): Made after all underground piping is installed and pressure test is applied and prior to covering of piping under slabs.
