MEMORANDUM
Date: 06/09/2023
To: Construction Industry
From: Ben Bailey, Community Development Director
Subject: Local Contractor Licensing Update
This correspondence is to inform and remind the construction industry that the 2021 HB 735 local license pre-emption bill will be going into effect July 1, 2023 and the following local licenses will sunset on that day:
Building movers; Concrete place and finish; Concrete/Masonry; Grade, fill & clear, Pile driving; Plaster, stucco & spraycrete; Shed tie down; Swimming pool shell; Sign contractor; Structural Steel.
To continue doing work in these categories above will require a state license.
**PLEASE NOTE**
Currently House Bill 1383 is proposing to extend the sunset period another year to July 1, 2024 but the bill hasn’t been sent to the Governor yet for approval. We will continue to monitor this bill and provide notice to the industry of any changes in coming weeks. If the bill is signed by the Governor, the licenses listed above will be able to continue working until July 1, 2024.
Additionally, if you hold one of the licenses listed below then your license will remain with the County as a local license as it substantially matches a state certified license:
Aluminum; Building demolition; Door, window and garage door; Drywall, Glass and glazing; Lawn irrigation; Marine.
Nothing further will be required for retaining these licenses and they should be renewed as you normally would with the County.
Should you have any questions please contact Deputy Building Official, Jack McStravic at jack.mcstravic@charlottecountyfl.gov.
