COMMUNITY DEVELOPMENT BLOCK GRANT – DISASTER RECOVERY (CDBG-DR)
Public Comment Period Open Through April 10, 2026
Charlotte County is providing public notice of its intent to apply for funding under the Community Development Block Grant – Disaster Recovery (CDBG-DR) program administered by FloridaCommerce. This funding opportunity supports long-term recovery and mitigation through matching funds for eligible Hazard Mitigation Grant Program (HMGP) projects related to the 2023 and 2024 Storms. A total of $25 million is available statewide for HMGP match assistance. HMGP pays 75% of each project’s eligible cost, leaving a 25% local share, for which Charlotte County is seeking CDBG-DR funding if awarded by FDEM HMGP. Charlotte County welcomes public comment on the proposed projects during the designated comment period to help ensure transparency and community input in the development of these applications.
Charlotte County anticipates requesting up to approximately $3 million in CDBG-DR funding to provide the required local match for eligible 2023 and 2024 Storms HMGP projects. The final funding amount will depend on HMGP awards issued by FDEM and may increase or decrease accordingly. Each project total includes a 5% administrative cost allocation to support grant compliance, financial management, and reporting.
Proposed HMGP Match Projects
Lift Stations, Generators – $599,021.34
This project will provide for the purchase and installation of permanent generators at various lift stations throughout Charlotte County. These improvements will help maintain uninterrupted wastewater pumping operations during power outages, reducing the risk of sanitary sewer overflows and supporting continuity of essential utility services during and after storm events.
(Anticipated CDBG-DR Match Request: $149,755 / Anticipated HMGP Share: $449,266)
Eastport Shelter Lift Stations, Generators – $347,419.76
This project will provide for the purchase and installation of permanent generators to support lift stations serving emergency shelter facilities. Reliable backup power will help ensure uninterrupted wastewater service at critical shelter locations during disasters and prolonged outages.
(Anticipated CDBG-DR Match Request: $86,855 / Anticipated HMGP Share: $260,565)
Residential Elevation at 121 Dolly Street – $257,465.99
This project will elevate a residential structure located at 121 Dolly Street to reduce the risk of repetitive flood damage. Elevating the home will improve long-term resiliency and help protect the structure and its occupants from future storm and flood events.
(Anticipated CDBG-DR Match Request: $64,366 / Anticipated HMGP Share: $193,100)
Utilities Lab Saferoom and Generator (Phase 1 and Phase 2) – $5,133,753.82
This project will support the design and construction of a new hardened Utilities Lab Saferoom and associated generator infrastructure. The facility will provide protected operational space for essential utility personnel and support continuity of utility operations during hurricanes and other severe weather events.

Hardening of Westport and Rotonda WRFs – $762,000.00
This project will harden control and operations buildings at the Westport and Rotonda Water Reclamation Facilities to improve their ability to withstand severe storm events. These improvements will help protect critical utility infrastructure and support continued wastewater treatment operations during and after disasters.
(Anticipated CDBG-DR Match Request: $190,500 / Anticipated HMGP Share: $571,500)
Rotonda WRF Emergency Generator Placement – $2,265,881.00
This project will provide for the purchase and installation of a permanent emergency generator at the Rotonda Water Reclamation Facility. Reliable backup power will help ensure continued treatment operations and reduce the risk of service interruptions and environmental impacts during storm-related outages.
(Anticipated CDBG-DR Match Request: $566,470 / Anticipated HMGP Share: $1,699,411)
West Port WRF Emergency Generator Replacement – $1,535,111.00
This project will provide for the purchase and installation of a permanent replacement generator at the West Port Water Reclamation Facility. The improvement will strengthen facility resilience, support continuity of wastewater treatment operations, and reduce the likelihood of outages during and after major storm events.
