COMMUNITY DEVELOPMENT BLOCK GRANT – DISASTER RECOVERY (CDBG-DR)
Public Comment Period Open Through Aug. 21, 2025
Charlotte County is providing public notice of its intent to apply for funding under the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. These funds support long-term recovery by addressing unmet infrastructure needs resulting from the 2023 and 2024 Storms. The program is funded by the U.S. Department of Housing and Urban Development (HUD) and administered by FloridaCommerce to benefit low- to moderate-income communities and help mitigate future disaster impacts.
Charlotte County anticipates requesting approximately $147,136,500 in CDBG-DR funding for the infrastructure projects described below. Each project total includes a 5% administrative cost allocation to support grant compliance, financial management, and reporting.
Proposed CDBG-DR Projects
Utilities
- Westport Phase II – $21,000,000
Expands the Westport Water Reclamation Facility to increase its capacity and improve its ability to handle inflow and infiltration. Reduces the risk of sewer overflows and system backups. - Rotonda Injection Well Installation – $21,000,000
Installs a new injection well at the Rotonda facility to increase discharge capacity and add a second disposal point. Enhances redundancy and inflow/infiltration management.
Public Works
- Harborview Road Phase I – $21,000,000
Elevates Harborview Road to mitigate flooding and improve surrounding stormwater drainage. Enhances evacuation routes and storm resilience. - Harborview Road Phase II – $21,000,000
Continues flood mitigation and road elevation work from Phase I, completing the corridor’s storm protection improvements. - Deep Creek Pipe Relining A – $2,446,500
Relines stormwater pipes near Mauritania Road in Deep Creek to restore function and reduce flooding. Enhances roadway and drainage system durability. - Deep Creek Pipe Relining B – $1,659,000
Relines pipes at multiple locations in Deep Creek, including Nuremberg Road, Explorer Road, and Rio De Janeiro Boulevard. Improves stormwater flow across a large service area. - Greater Port Charlotte Pipe Relining – $3,150,000
Covers stormwater pipe relining along streets in and around Albury Drive, Midway Boulevard, Astoria Avenue, Glendale Avenue, Picnic Street, Lakeshore Circle, Linton Lane, Glen Avenue, Whiting Lane, Courtland, Yale, Cannolot, and Edgewater Drive. Addresses persistent drainage and flooding concerns in residential neighborhoods. - Lemon Bay Pipe Relining – $829,500
Targets pipe relining along Albatross Lane, Bob White Drive, and Sanderling Drive in the Lemon Bay area. In the Gulf Cove area, the project will include David Boulevard, Daytona Lane, and nearby streets. Enhances stormwater movement and minimizes roadway washouts. - Rail Crossings Stormwater Culverts – $787,500
Designs and installs 10 upsized stormwater culverts at four railroad crossings in Punta Gorda to resolve flooding issues. Improves drainage for the larger surrounding basin.
Facilities
- County Jail Generator – $1,050,000
Installs a permanent backup generator at the Charlotte County Jail to ensure continued operations during power outages. Includes a hurricane-rated enclosure to protect critical infrastructure and maintain safety for inmates and staff. - Loveland Stormwater Improvements – $21,000,000
Improves stormwater drainage at the Eastport Water Reclamation Facility site, where flooding blocked access during Hurricane Helene. Increases facility resilience. - Fire Station 4 Replacement – $10,500,000
Replaces the storm-damaged Fire Station 4 with a stronger, storm-hardened structure. Ensures continued public safety operations. - Bachman Tract Stormwater – $10,500,000
Upgrades drainage at the Hurricane Special Needs Shelter site to ensure accessibility during storms. Reduces flooding risks to shelter occupants. - Hardened Restroom and Pavilion Replacements – $1,575,000
Replaces damaged restrooms and pavilions at Higgs Park and Bay Heights with storm-resistant structures. These facilities will serve as refuges for residents caught in the park during severe weather.
Community Services
- Parks Resiliency Master Plan – $1,050,000
Develops a long-term plan for enhancing the disaster resilience of community parks. Guides future infrastructure investments. - Community Resiliency CPTED Outreach and Park Upgrades – $1,239,000
Evaluates parks and public spaces using Crime Prevention Through Environmental Design (CPTED) principles. Includes safety upgrades and community outreach to promote resilient neighborhoods.
Water Quality
- Stormwater Model – $3,675,000
Builds a countywide surface water model to analyze flow and pinpoint areas in need of infrastructure improvements. Supports data-driven stormwater planning.
Public Safety
- Emergency Communications Systems Upgrades – $3,675,000
Implements system-wide improvements to the County’s emergency communications infrastructure. Enhances reliability, interoperability, and resilience of 911 and first responder systems during and after disasters.
Hurricane Ian HMGP Match – Rebuild Florida (Administrered by FloridaCommerce)
This project is being submitted under a separate CDBG-DR funding opportunity to provide the local match for a Hazard Mitigation Grant Program (HMGP) project related to Hurricane Ian.
- Special Needs Safe Room – $8,215,995.25
Constructs a new Special Needs Safe Room equipped with an emergency generator to shelter medically vulnerable residents during hurricanes and disasters. The facility will be permanently hardened, meet all applicable safety codes, and ensure uninterrupted operations during severe weather and extended power outages.
