The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions.

Project Title: HMGP-4673-0282-R (484) Charlotte County, Public Works Sinatra Yard, Generator

Location of Proposed Work: Charlotte County, 18181 Sinatra Avenue, Port Charlotte FL 33954, (27.019169, -82.150934)

Proposed Work and Purpose:

Charlotte County proposes to provide backup power to Public Works Sinatra Yard, located at 18181
Sinatra Avenue, Port Charlotte, Florida 33954. The project proposes purchasing and installing one (1) permanent generator with a capacity of 20kW, or the adequate size determined by the vendor and/or an electrical engineer during the bid process to appropriately support the critical facility. The project includes the installation of a new concrete pad, an automatic transfer switch (ATS), a sub-based diesel tank, and electrical connections. The Public Works Sinatra Yard serves as a staging area for all critical equipment for infrastructure restorations as well as search and rescue operations after a storm event. The project shall maintain the operations of the facility during future storm events with risk of power outages.

Project Alternatives:

The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) Providing a feasible alternative.

Under Alternative 1) The Public Works Sinatra Yard functions as a staging area for all critical equipment needed for infrastructure restorations, search, and rescue in the County. This site is the first to respond, post-event to start clearing infrastructure and debris necessary for first responders to gain access to critical areas of the County to access citizens. If no action is taken, the County will not be able to deploy critical vehicles needed for infrastructure restorations.

Under alternative 2) A possible alternative would be to supply a mobile backup generator to this site in order to continue the ongoing required critical function. This alternative would require Charlotte County to anticipate the need for a mobile generator prior to a storm and to stage a mobile generator in a nearby facility for deployment post-disaster. This alternative could have significant risks of a delay in deploying the mobile generator due to unforeseen storm damage. This could place a risk of not deploying the necessary equipment to clear infrastructure post-disaster.

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impact of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100.
