Charlotte County Opens Public Comment Period for 2026–2030 Consolidated Plan and Program Year 2026 Annual Action Plan

Public Input Meeting and Comment Period

NOTICE IS HEREBY GIVEN that Charlotte County will hold a public input meeting and open a public comment period to receive citizen input for the development of the 2026–2030 Consolidated Plan (ConPlan) and the Program Year (PY) 2026 Annual Action Plan (AAP) for the Community Development Block Grant (CDBG) Program.

Charlotte County is a new entitlement recipient of federal formula funding from the U.S. Department of Housing and Urban Development (HUD) under the CDBG program. CDBG funds may be used to support eligible activities that benefit low- and moderate-income persons, including housing, public services, public facilities and infrastructure improvements, neighborhood revitalization, economic development, and other eligible community development activities.

Purpose of the Plans

The 2026–2030 ConPlan is Charlotte County’s five-year strategic planning document that identifies countywide community development needs and establishes priorities and goals related to housing, public services, public facilities and infrastructure, economic development, and other community development needs. The Plan guides how federal CDBG funds will be used over the five-year period to address identified needs and improve quality of life for low- and moderate-income residents.

The Program Year 2026 AAP is the first annual implementation document under the ConPlan and describes the specific projects, activities, and funding priorities proposed for the County’s initial year as a CDBG entitlement community.

Because Charlotte County is a new entitlement community, the final CDBG funding allocation has not yet been determined. Estimated funding levels, proposed activities, and budget information will be included in the draft Plans when they are released for public review and comment.

The County’s PY 2026 program year is anticipated to run from Oct. 1, 2026, through Sept. 30, 2027.

Public Comment Period

Charlotte County welcomes and encourages public comment on community needs, priorities, and potential uses of Community Development Block Grant (CDBG) funds for the development of the 2026–2030 ConPlan and Program Year 2026 AAP.

A public input meeting will be held at 6 p.m. on April 22, 2026, at the Family Services Center, 21500 Gibralter Drive, Port Charlotte, FL 33952.

Comments may be provided in person at the public input meeting, submitted in writing, or through an online survey available at the following link: https://www.research.net/r/CharlotteCounty-Community. All comments must be received no later than 5 p.m. on April 29, 2026.
